Email notifications are being received by the To: Contacts the Action Item Creation Step (as the Action Item form is set up by the Project Controls utility).
However, the Users in the Assigned To and Action Item Approver blocks do not receive emails.
Since the To: Contact is forced by the Workflow Creation step to be preassigned, it makes no sense that the To: Contact is the only user to get an email, since, in the general case, the To: Contact will not always be the Action addressee.
This form is only useful if the Assigned To User gets, at a minimum, a Task, but also, preferably, an email notification. Neither of these is happening.
