Unable to Establish Connection to the Server with Single Sign On (SSO) using URL Oracle HTTP Server (OHS) However works using Middle Tier Port

When attempting to log into Local application after implementing SSO, the following error occurs.

"Unable to establish connection to the server"

The issue can be reproduced at will with the following steps:

1. Configure SSO.
2. Try to log into Local application using the URL with OHS port.
3. Got error.
4. Log into Local application using the URL with the port of direct Weblogic.  It logs in successfully.
