Archiver Issue - Receiver Always Shows Time Out Response

Symptoms

On : 12.5 version, Enterprise Edition

In case of Error - receiver always shows time out response. 

When a Job fails in the Archiver process, the error is correctly logged in the Archiver log, but no error is sent back to the Receiver process. Eventually (10 minutes in this case), the Receiver decides that the Job has timed out and logs a timeout message.
And these Jobs that are in the process of timing out are blocking other Jobs from getting past the Receiver step, so the other Jobs just wait until the prior Jobs time out.
