PMDA Paper Report Not Generated By AG Service (Doc ID 2241928.1)

Symptoms

PMDA Form report is not generated by AG-service 'Batch Report Generation' task even after the missing data is added to case after it has been failed to be generated once.

This does not happen for PMDA E2B report.
PMDA E2B report is generated by AG-service 'Batch Report Generation' task after the missing data is added to case after it has been failed to be generated once.

HOW TO REPEAT:
--------------------
1) Setup Batch Report Generation AG-service task and code list.
2) Create two spontaneous cases and enter data for reports.
1st Case --- Enter data for E2B except Case Form >> Analysis >> PMDA Info >> General
2nd Case --- Enter data normally for E2B
3) Schedule E2B and PMDA Form-1/2 reports.
Click Draft link of each report and confirm E2B and PMDA Form-1/2 is unable to be generated on the 1st Case and able to be generated on the 2nd Case.
4) Wait for enough hours.
---> E2B and PMDA Form-1/2 reports are not generated on the 1st Case.
E2B and PMDA Form-1/2 reports have been generated on the 2nd Case.
5) Check BATCH_GENERATION_QUEUE table.
---> Only PMDA Form-1/2 report of the 1st Case exists.
BATCH_GENERATION_QUEUE.STATUS = 3
BATCH_GENERATION_QUEUE.STATE_ID = 2
6) Modify the 1st Case data on Case Form.
Unlock the case.
Enter normal data for Case Form >> Analysis >> PMDA Info >> General for E2B.
Save.
Click Draft link of each report and confirm E2B and PMDA Form-1/2 is able to be generated.
Lock the case.
7) Wait for enough hours.
---> E2B report has been generated on the 1st Case.
PMDA Form-1/2 report is not generated on the 1st Case.
8) Check BATCH_GENERATION_QUEUE table.
---> Only PMDA Form-1/2 report of the 1st Case exists.
BATCH_GENERATION_QUEUE.STATUS = 3
BATCH_GENERATION_QUEUE.STATE_ID = 2
