ACTUAL BEHAVIOR
---------------
Case file is not created when outgoing folder is set to a shared folder in ESM Mapping tool.

EXPECTED BEHAVIOR
-----------------------
Case file should be created in the outgoing folder.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter a shared folder path in the Outgoing Folder field in the reporting agency settings in ESM Mapping tool (Example: \\<MACHINE NAME>\OUT\)
2. Generate a report from the application.
