RPAS Fusion Client: Commits are Failing with Error - "Failed to create a valid queue entry." (Doc ID 2242918.1)

Symptoms

Users cannot commit any workbooks in a new domain that was added via reconfigGlobalDomainPartitions.  

They are receiving the following error:
"Failed to create a valid queue entry."

The following directories were missing in the commitAsapQueue directory at the root of each domain.  

Thus the workbooks commit entries were unable to be queued.

working
waiting
failed
success

Manually creating the directories allowed for the workbook to be committed.
