Voucher Batch Creation Script Does Not Avoid Parameters Properly

Symptoms
In Oracle Communications Network Charging and Control, voucher batches are created either by:
1. running one of the ccsVoucher scripts directly, it can be used with data entered from command line.
2. using the Create Voucher Batch screen via the Vouchers menu from CCS.
Issue is that ccsVoucherStartup.sh script does not correctly deal with command-line parameters that have zero length string values.
For example, creating vouchers with no batch code, the batch code "-F" will be used as it doesn't check zero-length strings before appending to the command line:
This results in a command line that reads, in part: -B -F
