Symptoms

On : 12.2.5 version, Data Collections from EBS products (717, 590 and 951) to Planning Data Store

ACTUAL BEHAVIOR
---------------
Changeover data loaded via legacy collections does not snapshot into PS application

EXPECTED BEHAVIOR
-----------------------
Changeover data loaded via legacy collections should snapshot into PS application

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load changeover data via legacy collections
2. Launch and open PS plan
3. Open changeover editor and observe there are no changeover data in PS

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Can't use the Changeover Minimization feature of PS.
