ODEE - Factory Reports Code 341 Using National Characters In XML Request (Doc ID 2243790.1)

Symptoms

On : 12.3 version, Enterprise Edition

When attempting to send an xml file from a core system to Oracle Documaker Enterprise Edition,
the following error occurs.

ERROR
-----------------------
Some national character i.e. Ź (capital), factory fail to process job.

Job stop with error 341 (distribution error). 

Erros from Error table:
DM12041: : FAP library error: Transaction:< >, area:   code1:, code2:  message:< 0 [JDB] >.
DM12041: : FAP library error: Transaction:< >, area:  code1:, code2:  message:.
DM12041: : FAP library error: Transaction:< >, area:  code1:, code2:  message:.
DM30122: in RcpDocFactory unable to load form set data from transaction record.

The issue can be reproduced at will with the following steps:
1. submit a transaction with Unicode data
