Missing Storefront Server Instances in Workbench promotionStatus Page

Intermittently promotionStatus page on Workbench (http://<WBhost:WBport>/ifcr/system/endeca/promotionStatus?site=<app_name>) lists only one storefront instance even though there are multiple storefront sever instances being used. Getting blank pages on the storefront servers which are not listed in promotionStatus page.
In order to resolve the issue, typically running promote_content and restarting storefront server instances are necessary.
This issue only occurs in Production environment and does not occur in lower environment.
The issue tends to occur in the following scenarios
1. Before applying Patch 22308296, the issue occurred after restarting of ToolsAndFramewokrs
2. After applying Patch 22308296, the issue occurred after deploying a new EAR to storefront servers running on Weblogic and restarting those servers
Many "did not respond to 3 heartbeats" were found in %ENDECA_TOOLS_CONF%\logs\ifcr.log.
Tried increasing com.endeca.webstudio.promotion.newConnectionTimeout in %ENDECA_TOOLS_CONF%\conf\webstudio.properties\webstudio.properties from 10 seconds to 120 seconds or even 3600 seconds did not resolve the issue. This newConnectionTimeOut is the duration of time that a thread can wait on a connection(or channel) before cleaning. If a connection(or channel) crosses this duration, then that connection is eligible for clean ,i.e., connection will be removed from promotion status list. Increasing this time will increase the cleaning interval.
