Why is User Unable to Change the Reason Code When Inventory Adjustment is Created From Apply Template Option?

In Store Inventory Management (SIM), while the user is creating an Inventory Adjustment and applying a template, the 'Reason Code' field is not editable.  Is this the expected behavior?
