Store Orders Create Throws Inconsistent Error Messages in Store Inventory Management (SIM)

Information in this document applies to any platform.
Store Inventory Management (SIM) throws inconsistent message when handle minimum order qty for an item.
Steps to Reproduce:
1. In Retail Merchandise System (RMS), set minimum order qty to 2 for an item.
2. Create a new store order in SIM for the same item.
3. Enter 1 as order qty and approve it. See the following message:
"The store order is being rejected by the ordering engine business rules. Please check the log file for the details"
[storeorder.StoreOrderExternalServicesImpl] Error calling external web service method:
StoreOrderExternalServices.createStoreOrder: Quantity ordered for item xxxxxxxx must be greater than or equal to 2.
4. In store order list window, find one exist order with the same item. Open it and enter 1 as order qty. See the following message:
"Severe system error  orccureed at 2/8/2016 3:57 PM. Pleae contact system administrator."
Log error: oracle.retail.sim.common.core.SimServerException: Error calling external web service method:
StoreOrderExternalServices.updateStoreOrder: Quantity ordered for item xxxxxxxx must be greater than or equal to 2.
