Central Designer validation fails on a rule on a repeating object.

The validation log shows:

A rule compilation error occurred for the <rule name> rule on line <line number>, position <position>: Argument 1: cannot convert from 'PhaseForward.Designer.Shared.RuleApplicationModel2.RuleRepeatingTextVariableCollection' to 'PhaseForward.Designer.Shared.RuleApplicationModel2.RuleVariable'
