Lucene Find Functionality exact match of search phrases

Goal

IM find does not support exact match of search phrases.

For example if you search for Department Manager in Search All Attributes field, IM find will return results with "Department" or "Manager" in the results. Search for "Department Manager" using quotes will not return any matches even when documents contain these words contiguously.
