MWM 2.3 XAI Inbound Seems to Change Two Space Characters to One

Users reported that the CCB Updates were failing on some activities. FA's showed completed in MWM but Mobile User Onsite (MUOS) in CCB. An error was found in the outbound message. The message indicated that the meter read failed. Further research found that the badge number, which contains two spaces, only has one space after passing through the XAI submission. This works in MWM 2.1 production system.

When the developer traced into the issue there appeared to be an error in M2-MaintainUtilityActByHost.
