Incorrect/Misaligned Display Of Measurement Filter Elements (Doc ID 2246787.1)

Symptoms

On Meter Data Management 2.1.0.3, in 360 Measurement view, Alignment of Measurement Filter Map elements is changing when other Collapsible panels are opened on Measurements screen. Please see the attached document for more details.

It is expected that the alignment would be consistent.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Open 360 View
2. Go to MC tab
3. Go to Measurements and click on filter icon - see misalignment.
