New Install - Login page not appearing ,Ag service stays in yellow bulb (Doc ID 2247143.1)

Goal

Below are 2 issues that are caused due to 11.2.0.3 client bugs.

These were observed during 7.0.4.1 Internal installation.

 

Issue 1:

After completion of Installation of Application server 7041 , it was noticed that the Login page was not appearing after copying the argussecurekey.ini.

The login page was appearing before copying securekey.

How to get the login page to appear after copying the securekey?

 

Issue 2:

On newly installed Transaction server - New Ag services were not moving from "yellow Bulb" symbol to check mark [ OK ] .

Logs do not show any error.
