Unable to validate E2B XML exports with EMA (Doc ID 2247880.1)

Goal

Performing testing with EMA to validate E2B XML exports.
EMA requires user to import specific case from EMA provided XML file and then send the exact same case back to them from Argus (Exported XML should match XML that was used for import).
The source file does not have OCCURCOUNTRY.
By design Argus standard functionality copies the PRIMARYSOURCECOUNTRY value to the OCCURCOUNTRY if OCCURCOUNTRY field is blank.

EMA states that since they did not send the XML file with the OCCURCOUNTRY blank, it should not be sent back with the OCCURCOUNTRY tag populated.

What are the options to validate E2B XML exports to EMA?
