Unable To View Notes Attachments

In DSM when a user tries to open an attachment and clicks on 'view' nothing happens and the attachment does not open. If the user is using IE, When you click on view, the screen flashes and nothing happens and when you leave the worksheet and go back to the collaborator workbench you see a message that asks do you want to open or save the pdf file. This is not the behavior that was in 184.108.40.206. This confuses users and is not helpful as the users cannot open attachments by clicking view.
In Google chrome the user is absolutely not able to view the attachment and does not even give the pop up message that comes up when using IE.
