Trouble Entering More Than One Scalar Variable On Calculation Rule

Symptoms
After upgrading to CCB 2.4 SP3 from SP2, trouble with configuring new rates may be encountered.
Steps to reproduce:
Main Menu -> Rates -> Calculation Rule [ search for Description: Bill days Calc Rule: DAYS ] Select the single item that comes up, and press the Edit button.
On the screen that pops open, notice that Scalar Variable 1 is expanded, and can be edited, but if you try to expand Scalar Variable 2 through 5, nothing happens. In SP2, configuration of these additional variables was possible.
