Symptoms

Two recycle records getting created while recycling one suspended usage. It is expected that only one recycle record should be created after recycling each suspended usage.

Steps:
1. Search a suspended usage in suspense manager.
2. Recycle one suspended usage.
3. Check recycle pipeline output.
4. Two exactly same records generated one second apart.
