What Does the Upgrade Step Do During BSP Patch Applications?

Oracle Financial Services Balance Sheet Planning (BSP)
Currently working on bringing the BSP environments up to the 184.108.40.206.6 patch level. It appears that step 11 was missed while installing 220.127.116.11.5 on at least one of the environments. Step 11 is the one instructing to navigate to the BSP specific Initialization UI, specifying parameters and clicking on the Upgrade button. A few questions:
Question 1. What does this 'Upgrade' actually do?
Question 2. Can Upgrade be run with 18.104.22.168.6 already installed, or does that patch need to be rolled back first and then re-applied after the Upgrade?
Question 3. What BSP version should show up in the FSI_APPLICATIONS table and the config.xml files after applying 22.214.171.124.6?
