Executed Clearances brought back to Approved state post NewItemLocBatch run (Doc ID 2249459.1)

Symptoms

Executed Clearances brought back to Approved state post NewItemLocBatch(NIL) run

Steps to reproduce:
-----------------------
 1. Create a clearance at the Style Zone with start date as tomorrow.
 2. Run PriceEventExecutionBatch and PriceEventExecutionRMSBatch. Clearance is in executed state.
 3. Move VDATE to VDATE + 3.
 4. Range new Item/Location that is under Style/Zone mentioned in the step 1.
 5. Run NIL so the new Item/Location mentioned in the step 4 inherits the clearance.

Check after the NIL run. Note that the clearance is back to approved state.
