Why is User Unable to Add Items to a Request Once 'Allow Partial Delivery' Checkbox is Unchecked ? (Doc ID 2249632.1)

Goal

When allow partial delivery checkbox is unchecked, while creating a request, User cannot add anymore items to it. Why?

Steps To Recreate :

1. Navigate to Shipping/Receiving -> transfers -> create request -> add items to the request
2. Uncheck allow partial delivery checkbox -> try adding items now.(add items button wont work)
3. Check allow partial delivery checkbox -> try adding items now -> It will work fine.
