Poor Performance When Loading All Selected Top Level Objects in Config Migration Set

Symptoms
On : Acceptance, OHI Claims Adj. 2.16.1.0.3 version, Integration Points
Screen freezes and boots the user out of the application upon trying to load all selected top level objects within the Configuration Migration Sets. The workaround is to not to load all the selected top level objects at once.
The issue can be reproduced at will with the following steps:
1) Navigate to Operations
2) Navigate to Data Exchanges
3) Click on Configuration Migrations Sets
4) Create a new Data Set
5) Under Configuration Items select Add All
Due to this issue, users cannot load Configuration Migration sets.
In some cases, the following error may be thrown:
