CCB Will Not Bill Across Exchanges When MDM Send Multiple Usage Periods With Different Usage Groups

Symptoms
When attempting to bill across a meter exchange with a different usage groups, CCB flags the usage transaction as containing gaps. While investigating this error, we determined that within the usage subscription type if the Meter Exchange Option is set to blank instead of calculate, CCB does not raise this error. Within MDM the meter exchange option details that regardless of whether the field is set to calculate or blank the behavior will be the same. Each usage subscription in our environment has the meter exchange option set to calculate and therefore we are encountering the error. This error does not appear if the exchanged meter utilizes the same usage group as the removed meter. Regardless of the configuration the Usage transaction is in a sent status in MDM and it is only when it reaches CCB does it error out.
