Why is "Till Not Floating Error" Screen Is Getting Displayed On POS When Performing Floating Till Scenario?

Question 1: In register accountability, when Till is suspended on the register1 and try to resume the same suspended till in register2, why is POS is displaying 'Till Not Floating Error' popup message ?
Question 2: When the accountability is set to Cashier, can another Cashier/Manager/Administrator resume a till suspended by a Cashier ?
