Connecting To SCAN Fails With "Failed Testing Datasource Connection". Internal Error: Fetch error message failed! Error in testDSConnection (Doc ID 2250303.1)

AACG version GRC-all-
JDBC OCI version
RAC database version
SCAN listener

AACG datasource set up with default options: selected "Oracle RAC", then filled in the SCAN listener and SID information

When connecting to the database using AACG with JDBC OCI (and whatever adapter AACG may use in conjunction with JDBC), connections fail with:

ERROR [el.Default (self-tuning)'] DataSourceService:790 Error in testDSConnection
java.sql.SQLException: Internal Error: Fetch error message failed!
  at oracle.jdbc.driver.T2CConnection.checkError(
  at oracle.jdbc.driver.T2CConnection.logon(

When testing the same JDBC OCI driver from a standalone Java program outside of AACG, the connection is successful with no errors.
The problem is confined to connections from AACG.
