Symptoms
When a What If Allocation (for all locations) is created using packs that are inactive in some/most locations the application disregards the status of the items at each location and create details with item/quantities that cannot be approved later Purchase Order (PO).
For instance if packs A, Band C are inactive in all locations while the pack xyz is active for location 'x' then the Allocation created in What If scenario for all locations will have for location 'x' the four items (it should have only the one active).
