EDR Costs Field Is Not Scaled

Goal
In Oracle Communications Network Charging and Control (NCC) version 5.0.1, the Event Detail Records (EDR) are used to keep track of call records.
The issue here is that the COSTS field from the VWS EDRs is not scaled according to DISPLAY_SPEND_RATIO as it can be seen in the following EDR:
You can see that the starting balances of the two scaled balances are correctly scaled to 2000 & 10000, from 1000 and 5000, but the costs field shows usage of 1000 and 5000.
