Phone Update Does Not Work With Legacy Contact (Doc ID 2251545.1)

Symptoms

Using OUCSS 2.1.0.2 with CCB 2.5.0.2, the Phone Update feature does not work. It would appear that it does not work because the script WX-PhoneUpd needs the following Boolean value to be populated as 'Y' in the schema:  isUsingLegacyContact

Note this is only a problem on UPDATE action. The READ action has logic to correctly populate this value see Step 20 of WX-PhoneMain.
