User Account Being Bootstrapped Again So Soon - Stuck In "B" State

Why is a certain user account being bootstrapped again so soon?
An account was moved from host1 to host2 a couple weeks ago:
Saturday, February 11, 2017 08:21:13 AM PST user_A moved successfully (diff 2%)
Since then, it appears that the account is being bootstrapped once again, which seems to be too soon.
Is there something that can be searched for in the log files to determine why/when it decided to rebootstrap this account?
This system is very lightly loaded. There are only a few users on host2 so far.
It is surprising to see this account on this empty server rebootstrapping again so soon and causes worry that the others might be redoing existing ones as well.
Moved users from one server to a new server.
