Wlng_at_sms_px21 Not Deploying On All AT Servers (Doc ID 2251837.1)

Symptoms

When restarting AT hosts, the wlng_at_sms_px21 can only be deployed on part of the AT servers, failed to be deployed on the other AT servers.

Checking from Admin Console, Deployment-->wlng_at_sms_px21(6.0.0.0)-->Testing, the "Test Point" for the web services only includes part of the AT servers.
