PurgeUserPasswordHistory With And Without Purge Date Throws Warning Without Associated Message in 'PURGE_ERROR_LOG' (Doc ID 2251848.1)

Symptoms

When user runs PurgeUserPasswordHistory batch, it gives warning "One or more records failed to be purged.Please check purge_error_log table for details".
There is no record found in PURGE_ERROR_LOG table related to this and in batch_execution table its status is 25 and ERROR_MESSAGE column is "One or more records failed to be purged.Please check purge_error_log table for details".

Steps to Recreate :

1. Run PurgeUserPasswordHistory Batch and check the output. 
2. Review the PURGE_ERROR_LOG table.
