Symptoms
The LOOPBACK config not working properly after an ASAP upgrade from version 7.2.0.0 to 7.2.0.6.* or 7.3.0.0 or 7.3.0.1.
Post upgrade, an issue is found in LOOPBACK manipulation in system as follows:
Loopback manipulation per NEP/NE does not work. Able to set whole system in live/loopback, but not a single NEP. The NEP is always picking the mode of a system setting, ignoring the setting within its own [NEP] section. For example if the system is set to livemode (LOOPBACK_ON=0), but in [NEPxxx] section, LOOPBACK_ON=1. During ASDL processing it says "Provisioning in Live mode".
