OUCSS-Base Financial History Displays Incorrect Adjustment Cancellations (Doc ID 2252207.1)

The Financial History page in OUCSS is showing incorrect adjustment cancellation information.  Currently, it is showing adjustment cancellations if the adjustment was not billed yet. However, it
should display adjustment cancellations only if they have previously been billed. We should NOT be displaying adjustment cancellations that have not been swept into a bill as the customer has no
information about these charges.
