Imsimta cnbuild => Exit code = 2 (13) - Unable to locate an MTA configuration file; check the SERVERROOT environment variable (Doc ID 2252253.1)

Goal

Two new MTAs that have recently been setup, using the following version of Messaging Server:

# imsimta version
Oracle Communications Messaging Exchange Server 7u4-18.01 64bit (built Jul 15 2010)
libimta.so 7u4-18.01 64bit (built 13:21:32, Jul 15 2010)
Using /data/comms/messaging64/config/imta.cnf (not compiled)
...

They seem to be working well, but recently, a small change was made to one of the config files and thus was recompiled in memory image file.  However, when the command was run, the following error occurred:

# imsimta chbuild
16:14:52.61: Exit code = 2 (13) - Unable to locate an MTA configuration file; check the SERVERROOT environment variable

# imsimta reload
16:00:53.85: Exit code = 2 (13) - Unable to locate an MTA configuration file; check the SERVERROOT environment variable

# imsimta restart smtp
Error initializing IMTA -- invalid/unreadable XML configuration: Error reading file '/<PATH>/config/config.xml': Permission denied (13)
16:00:53.90: Exit code = 1 (13) - IMTA__NO, basic NO, cannot initialize IMTA
