Why Data Level Security is not working as expected for some of the RTM forms?

The security is working in case :1 an not working in case :2 as mentioned below:

Case:1 Security is working fine in-case of accessing LOV's while accessing forms like Custom Entry / Transportation/ Obligation..etc and allowing user to access Only Qatar related locations &  Orders, So here security is working as expected.

Case: 2  Security is not working fine in-case when we 'Edit' and 'Search' details for forms like Custom Entry / Transportation/ Obligation..etc as a result It is displaying orders related other countries like Oman, UAE, Jordan & Qatar etc.. which we can edit & change any point of time, So here security is working as expected.

Steps To Recreate:
1.Setup security for Demo User & 1200 Group for location 50001, So orders other than this location can not be accessed.
2.Using super user create Transportation record for location 10001 .
3. Try log into application with demo user who does not have access to 10001 location.
4. Try to search using the Transporation ID it shows the security error.
5. Try to search all the records with out giving the transportation ID, application able to edit that transportation records for which it is created to Order /Location (10001) . But demo user does not have access to that Order.

Note: This issue exists for all RTM related screen (eg:  Obligation, Customer Entry , Alc Finalization etc)
