Symptoms

The SWMAN_STEP.insert_time and SWMAN_STEP.update_time are not always updated.

We were trying to use the step insert_time as a part of the data extraction process and found the it is not always populated.  It was noticed this occurs most often when inserting blank steps, but there were a few other steps that did not have the insert_time populated.

The update_time should also be populated so that you know when the step was last updated and when you should extract to the reporting system.
