Replenishment Cross Dock Purchase Orders have Ordered Quantity greater than the Recommended Order Quantity(ROQ) in REPL_RESULTS (Doc ID 2254496.1)

Symptoms

Replenishment is creating additional order units than that is there in REPL_RESULTS.

Steps to reproduce
-------------------------
1. In RMS_PLSQL_BATCH_CONFIG set MAX_CHUNK_SIZE as 3.
2.Created the following items
   a. Style S1 belonging to department 1 with 15 SKU's.
   b. Style S2 belonging to department 2 with 15 SKU's.
   c. Style S3 belonging to department 3 with 15 SKU's.
3. Ranged the style and its children to Warehouse and any of the 5 stores.
4. Setup replenishment attributes for the above items:
    Stock Category: Cross-Docked
    Order Control: Semi Automatic
    Repl Method: Min/Max
    Min Qty: 10
    Max Qty: 12
    Review Cycle: Everyday
5. With each item ranged to 5 stores, and initial SOH as 0 when a PO is generated each item should have a ordered qty of 12 units * 5 stores = 60 units.
6.Note that some of the items have a ordered Qty greater than 60 which is not correct.
