Symptoms

On : 7.2 version, Manager

Diva Listener Service Down -Can't Notify Manager

Unable to send notifications to the managers

Could not connect/send the message to host "uncPath", port=9000 java.net.connectException: Connection refused: connect.




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to Notify Manager in the Configuration Utility

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot notify the manager. Being unable to notify the manager can mean that no changes to configuration may be applied. It is not hard down, but can be severely impacting for new configurations.
