ACTUAL BEHAVIOR

Billing Care: Bill Now don't allow item selection and not displayed for child bill.



EXPECTED BEHAVIOR
-----------------------
1) Bill now option should be available from the child's bill.
2) Bill now option should allow items to be selected for generating immediate bill .


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create a parent account with 1 non paying child.
2) Process usage for the parent account and for the child account.
3) Open the child account to do bill now => 'Bill now' option is not present in child bill.
4) Open the parent account and tried to bill now only the parent items => 'Bill Now' tries to bill all the amount.

This blocks the SIT delivery of BCUI and subsequent production release.
