Oracle MTS Recovery Service Won't Start On New Installation of OPPM (Doc ID 2255010.1)

Symptoms

On : 16.1.1.0 version, Database client issue

OracleMTSRecovery service fails to start automatically or manually with the following error:


ERROR
-----------------------
The OracleMTSRecoveryService service failed to start due to the following error: The service did not respond to the start or control request in a timely fashion.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start with base Windows 2012 R2 OS.
2. Install OPPM prerequisite server roles and features.
3. Install OPPM 16.1.1.
4. Install MS VC++ 2005 redistro to prevent OraMTS startup error 14001, due to missing mfc80.dll.
5. From Services Control Panel applet, attempt to manually start Oracle MTS Recovery service.
6. The following error occurs: "The OracleMTSRecoveryService service failed to start due to the following error: The service did not respond to the start or control request in a timely fashion."

Due to this issue, Oracle MTS Recovery service does not start.
