Missing TAX_JURISDICTIONS array in some adjustment operations


Customization has done in the policy opode PCM_OP_RATE_POL_POST_RATING to separate taxes using the information contained in PIN_FLD_TAX_JURISDICTIONS array from the input flist, so that array is always expected. In some adjustment operations which invokes the PCM_OP_AR_EVENT_ADJUSTMENT opcode, the PIN_FLD_TAX_JURISDICTIONS array is missing in the input flist and is causing unexpected behavior in the pol_post_rating_custom customized policy, causing the custom functionality ending with Error or Core dump.

Due to this issue in some accounts, payments (are customized) cannot be applied or appear errors for example in a collection action trying to do an adjustment.
