How Does "Apply To Code" Work If CLEARANCE_PROMO_OVERLAP_IND Is Set To '0'? (Doc ID 2257116.1)

Goal

How does "Apply to code" work if CLEARANCE_PROMO_OVERLAP_IND is set to '0' ?

System option CLEARANCE_PROMO_OVERLAP_IND is set to '0', so that the clearance and promotion will not overlap in the system.
"Apply to code" field will not be available as the CLEARANCE_PROMO_OVERLAP_IND is set '0'.

In this case, while creating promotions, the "Apply to code" is getting populated with 2 which means Promotions "apply to Regular and clearance".
1. Set CLEARANCE_PROMO_OVERLAP_IND to '0', "Appy to code" field will not be available to select in create component screen.
2. Create a promo component.
3. Check the Multi record block after filling up the details that Apply to code is populated with 'APPLY TO REGULAR AND CLEARANCE.

In RPM_PROMO_DTL also APPLY TO CODE column will be populated with value '2'.
Is this correct behavior?
