LERG Client (lerg.exe) - "Error Number 2" Occurs after Clicking Cancel Button During Logon

The LERG client (lerg.exe) throws an "Error Number 2" and crashes clicking the "Cancel" button immediately after double-clicking the lerg.exe to logon. The problem started after applying <Patch.24007321>: MSS_6_2_1_B1135. Below is the complete error text.
1. Download and apply <Patch.24007321>: MSS_6_2_1_B1135
2. Install the 18.104.22.1685 LERG client
3. Double-click the lerg.exe to logon
4. Click Cancel and the "Error Number 2" occurs
