Exterme slowness in an LSH Data Load

A data load into to LSH is currently in progress as part of Data migration activities and the issue is the LSH Public API execution responsible for the creation of load sets, table instances, descriptors etc, is running extremely slow.
You've confirmed there's no issue in the Database. The results of running the following queries below seem acceptable.
SELECT OWNER, TABLE_NAME, TO_CHAR(last_analyzed, 'yyyy/mm/dd hh:mi:ss am') AS
where OWNER in (UPPER('APPS'), UPPER('CDR'), UPPER('OWBSYS'))
order by owner;
select OWNER,TABLE_NAME,LAST_ANALYZED,STALE_STATS from DBA_TAB_STATISTICS
You've reviewed the AWRs and believe that 90% of the queries are from the out of the box LSH API as opposed to custom code e.g. you've confirmed where the long running query below is running from, that it's not in custom code. As per AWR.
