Why pin_recover -recover_payment Did Not Reset billinfo_t.pending_recv to 0 (Doc ID 2260176.1)

Goal

On : 7.5.0.15.0 version, Payments

The user has a check pointed payment which has reached payment gateway, and while getting the response back the payment was check pointed.

For such payment failure, the user used pin_recover recover_payment option to create the payment item and event in BRM.
Command used : pin_recover -recover_payment -pay_type 10005 -vendor global_pay

It was observed that the payment item and the event are created properly, bill due was set to 0 and item allocation has happened fine. But, the pending_recv in billinfo_t was not getting set to 0. Which triggered payment collection the next day when the normal pin_collect application was run.
