Refresh Collection Snapshots In Fast Refresh Mode Doesn't Pick Recent Amendments Of Sales Orders After Upgrade to 12c (Doc ID 2260409.1)

ACTUAL BEHAVIOR
---------------
After upgrading the database to 12c, the Refresh Collection Snapshots program, when run in Fast Refresh mode,  does not pick recent changes to sales orders .

The Refresh Collection Snapshots program, which is spawned in the source instance (in Fast Refresh mode) by the Planning Data Collection process, does not pick the recent amendments of sales orders (shipped quantity/date, request dates amendments, etc).
The above causes the discrepancy between the source instance data (OE_ORDER_LINES_ALL) and data in the snapshot (OE_ODR_LINES_SN) used by Planning Data Collections and ultimately resulting in the changes not being seen by the plan.


EXPECTED BEHAVIOR

Expect that the Refresh Collection Snapshots program, when run in Fast Mode, should pick up the changes in the sales order.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Refresh Collection Snapshots in Fast Refresh mode.



Changes

 Upgraded the database from 10.2.0.4 to 12.1.0.2.
