Paths Containing %2F (slash) Are Not Correctly Returning Results In Assembler

On : 11.1 version, Front End Development
Paths containing %2F are not correctly returning results in Assembler in RESTful Service mode. For example, we have a requirement that the keywords as entered by the user are added to the path as "keyword-shoe".
For a search on "3/4 tights", Assembler creates an outbound url as /_-_/keyword-3%2F4+tights appropriately, however, it fails with no error when we send that URL back to Assembler, and it appears from debugging that the URLFormatter in Assembler is never being accessed..
How do we configure Assembler to recognize the %2F as a valid path construct?
